You have to go to the Instagram website, not the app, to delete your account. Just Google 'delete Instagram account' for the link.
As someone who has done it, trust me, you just need to visit Instagram's Delete Your Account page on a web browser, log in, and follow the instructions. Took me less than 5 min!
Open the Instagram app, go to 'Settings,' select 'Help,' and tap 'Help Center.' Search for 'Delete Account' and follow the steps. Easy peasy!
