Just clear a location of zombies, then use your radio to establish it as an outpost. It uses Influence, so keep that in mind.
To establish an outpost in State of Decay, first clear out a building of zombies and then use the radio menu to set it up as an outpost! Make sure you have enough Influence!

You just clear the area of zombies and set it up using the radio command. Costs a bit of Influence but worth it for those sweet resources!
