Sometimes just changing your DNS settings to Google’s (8.8.8.8 and 8.8.4.4) solves the issue. Give it a shot!

Honestly, sometimes the PlayStation Network is just down for maintenance. Check the official PlayStation Network status page before you start troubleshooting.

First, make sure your internet connection is stable. If everything is fine, try restarting your console and your router. If that doesn't work, updating your console's firmware might do the trick!
