You can snag Eevee in Fire Red by heading to Celadon City. Look for the building behind the Pokémon Center and climb all the way to the roof. There you’ll find a nice little surprise: Eevee just waiting for you!

Go to Celadon Mansion in Celadon City, and take the back entrance (you’ll find it past the Cut-able tree). Climb the stairs to the rooftop and you'll find Eevee in a Poké Ball.

Why hunt for Eevee? Get a stronger normal-type instead. Just kidding, head to Celadon City and find it on the top floor of the mansion.
