First step to get Electric Claw is to have the Electric fighting style. Train it to 400 mastery, then seek out the mad scientist NPC at the Hot and Cold Island. He will give you the quest to achieve Electric Claw. Good luck!

To get Electric Claw, you need 5000 fragments and to have 400 mastery in Electric. Go to the mad scientist at Hot and Cold Island, and he'll help you out.
