Glowing mushroom seeds can be snagged by chopping down glowing mushrooms in the underground mushroom biomes! Make sure you have some space in your inventory when you go mushroom hunting. Occasionally, the mushrooms will drop seeds when they're chopped. It's kinda like a surprise gift from the underground!
