I unlocked Gouken by completing Arcade Mode with Akuma without using any continues. You have to defeat Gouken when he appears as a secret boss.

Unlocking Gouken in Street Fighter 4 requires you to unlock Akuma first, then beat Arcade Mode with Akuma using only one continue or less. Once you do that, just defeat Gouken when he challenges you!
