To get horses in BitLife, you need to purchase a farm or a ranch first. Once you own one, you can buy horses under the 'Pets' section in the 'Assets' tab.

Seriously, just buy a ranch or farm and then go shopping in the 'Assets' tab. Horses will magically appear.
