Just play through the game's initial tasks. Once you unlock the Resident Services building by getting some new villagers, Isabelle will make her grand entrance. No special tricks, just follow the game's flow!

To get Isabelle to show up in Animal Crossing, you gotta upgrade your Resident Services building. Basically, you start by placing down plots for new villagers to move into and keep on improving your island. After you've gotten at least 3 new villagers to move in, Tom Nook will announce plans to upgrade the Resident Services. Once the upgrade completes, Isabelle will join the crew and help you make your island even more awesome!
