Just keep playing till Tom Nook feels like it's time. Basically, donate lots of stuff to Blathers and build that museum. Nook will hand over the ladder recipe when he's good and ready.

To get the ladder in Animal Crossing, you gotta show Tom Nook any creatures (fish or bugs) you catch. He'll get a call from Blathers to set up a museum. Once you place Blathers’ tent, the next day he'll ask you to help gather stuff for the museum. After donating 15 items, Blathers talks about expanding the museum which requires crossing rivers. Tom Nook will then give you the recipe for the ladder! Craft it with 4 of each: wood, softwood, and hardwood.
