In Metro Speedway, head to the central fountain area and look for a spot where you can dive underneath. You'll find an NPC that gives you a challenge to rescue the mayor! Complete it to nab that shiny orb.
Honestly, just fly around until you see the challenge guy give you an orb quest. You'll find it eventually!
