You gotta beat the Team GO Rocket Leaders: Arlo, Cliff, and Sierra. Once you do that, you'll snag a Super Rocket Radar and then it's time to hunt down Giovanni!
The fastest way? Buy a Super Rocket Radar from the shop. Boom, Giovanni fight ready!
From my experience, you have to defeat Team GO Rocket Grunts first and get Mysterious Components. Assemble them to make the Rocket Radar, defeat the Leaders, then you'll be on your way to Giovanni.
First, you'll need to complete the monthly Special Research task given by Professor Willow. After that, you'll get a Super Rocket Radar, which you'll use to locate Giovanni. Good luck, Trainer!
