Make sure they're Partner level, then propose with a good ring. It took me a few tries, but it works eventually!

Just keep spamming romantic interactions like 'Be Romantic' or 'Kiss' until they become Partners. Then, get a two-star ring and propose. Easy peasy!

Just a heads-up: sometimes they say no even if you're at 'Partner' status. Just keep trying and use better rings!

First, make sure your two Sims are in a romantic relationship. Keep doing romantic interactions until their relationship status reaches 'Partner.' Then, buy a '2-star' ring from the store and propose!
