Super easy: Go to the Item Shop, pick the skin you want to gift, and select 'Buy As a Gift' instead of 'Purchase'. You'll need to be friends with the recipient for at least 48 hours before you can send gifts!

You can't. Fortnite doesn't let you directly gift owned skins.
