Level up to unlock new Sim slots! Once you hit level 5, just add a new Sim by tapping an empty house lot, and use Simoleons or Lifestyle Points. Easy peasy!

Just keep leveling up! I unlocked my third Sim pretty quickly after hitting level 5, then used some Simoleons to get them set up in a new house.
