Just blast them with any spell you got. Honestly, I just spam whatever spell comes to mind first, and it usually does the trick. Balloons don't stand a chance in Hogwarts.
I found out by accident that if you aim carefully, you don't even need to use a specific spell. Most spells that can hit an object in the game will pop balloons. So, have fun experimenting!
