How do you post live pictures on Instagram?
iPhone user here! You'll need to use the 'Boomerang' feature for Live Photos. Select a Live Photo in your gallery, press and hold, then upload as a Boomerang. Magical!

To post live pictures, just take a Live Photo on your iPhone, go to Instagram, and choose it from your gallery. Press and hold the pic so it becomes a Boomerang, then post! Easy peasy!
A trick I learned: Convert the Live Photo to video with a third-party app, then post the video on Instagram. Works like a charm!
