Easiest way is to use Instagram's web version. Just go to instagram.com, log in, click the plus sign at the top, and upload your photo or video. Easy peasy!
I personally use the Developer Tools trick on Chrome. Press F12, toggle the device toolbar, and it lets you post like you would on your phone!
