First, enter Build Mode. Second, choose the 'Decorate' tab and select 'Paintings'. After placing it on a wall, click the painting, then 'Change Picture' and enter your decal ID. Done!

Just use Build Mode's Decorate tab to add a painting to your wall, then change the picture to the decal you want.
