Head over to the National Radio Astronomy Research Center, fight off any baddies, and grab it! Then, sprint over to Abby's Bunker in the Mire region. Inside, you’ll follow markers to a terminal where you can repair the uplink. Just interact with it, and boom, quest progress!

I remember repairing the uplink like it was yesterday. Had to fend off a hoard of super mutants first, but once I got into the bunker, the repair part was easy. Just interact with the terminal. Felt like a true wasteland mechanic!
