Tried reporting once and realized Splatoon 2 doesn’t have that option. Contact Nintendo directly through their support page to raise concerns.

In Splatoon 2, to report a player, you can do so through your Nintendo Switch account. Go to your user profile, select 'Add Friend,' click 'Search for Local Users,' and enter the opponent's username to report.
