Warframe doesn't have traditional 'characters' like other RPGs. Instead, you can try out different Warframes (suits), which is kind of like starting a new character!
From experience, if you really want to start over, uninstalling and reinstalling the game won鈥檛 help. You'll need a new PSN account.
You can't create a new character directly in Warframe, but you can reset your progress by creating a new PSN account and starting fresh. Just be aware that you鈥檒l lose all your progress.
