Make sure your Sims are good friends first. Then use the 'Be Romantic' interaction until it says 'Dating'—voilà, they're an item!

To start dating in Sims FreePlay, make sure both Sims are at least Teens, then build their relationship to Partner level by selecting romantic actions repeatedly. Once they're Partners, you can then propose!

As someone who’s played The Sims FreePlay for years, I can tell you that building a strong relationship through flirty interactions is key. Get them to Partner status, then propose!
