From personal experience, the Projects officer in the Base of Operations is the best place to start. You'll unlock new projects as you progress!
To start new projects in The Division 2, you need to go to the projects desk in your Base of Operations or settlements. There, you can pick and track available projects.
Projects? Talk to the NPCs at settlements or Base of Operations and they'll hook you up.
