To unlock Akuma in Street Fighter 4, beat Arcade Mode with anyone while also getting 2 perfect rounds and 1 Ultra finish. After that, Akuma will challenge you. Beat him to unlock him!

All you gotta do is beat Arcade Mode with a character, get 2 perfects and 1 Ultra finish. Akuma will appear for a fight. Win and he's yours!
