Honestly, just buy the Season Passes or DLC packs. Way faster than grinding for Zeni.
I unlocked Android 21 by beating the Story Mode. It's a long haul but totally worth it!
You can unlock fighters by earning Zeni through gameplay, like completing arcade mode or winning battles. Save up that Zeni and you'll have all the characters in no time!
