You need to use your Sim's LP to purchase a birthday cake from the in-game store! It costs 5 LP, so make sure you have enough saved up.

Haha, birthday cake is the best part! Go to the 'Home Store', then 'Kitchen' section, and you'll find it under 'Cooking Items' for 5 LP.
