To use a Sinnoh Stone in Pokemon GO, go to your Pokémon's detail page, select the evolution option, and make sure you have enough candies. Voila, your Pokémon evolves!

Just tap on the Pokémon you want to evolve, hit 'Evolve', and if you have a Sinnoh Stone and the right amount of candies, you're good to go!
