Honestly, there isn't a truly legit way to do it. Walking is kind of the point of the game!

You can use Incense to attract Pokemon to your location without moving, or you can wait for special events where this feature is enhanced.

I've used a phone on a model train set to simulate movement. It's a bit extreme, but it worked!
