Honestly, matchmaking in The Division 2 is hit or miss. Sometimes you'll find a great team; other times... not so much.

From my experience, you can start matchmaking by selecting any mission from the map, pop up the social menu and use the 'Matchmake' option. Works like a charm most of the time!
