In The Division 2, matchmaking can be accessed through the social menu. It matches you with players of a similar level for missions and other activities. Easy peasy!
Honestly, matchmaking in The Division 2 is hit or miss. Sometimes you'll find a great team; other times... not so much.
From my experience, you can start matchmaking by selecting any mission from the map, pop up the social menu and use the 'Matchmake' option. Works like a charm most of the time!
