It's simple: when a Pokemon is paralyzed, it's basically stuck for a turn. They can't attack or make a retreat, giving you a chance to plan your next move without worrying about them attacking back. After their next turn, though, it's back to business as usual.
I think it's a bit overrated. Yes, paralysis stops a Pokemon from attacking or retreating for a turn, but smart players can work around it or just wait it out. Not as game-changing as some people make it out to be.
