Steam Stream, or as it's officially called, Steam Remote Play, lets you play games on one computer when the game is running on another. You just start the game on your powerful gaming rig, and you can play it on a less powerful laptop or even a phone, as long as they're both connected to the internet. The game's video and audio get streamed to your device, while your controls get sent back to the main computer. It's like Netflix for your games, but you get to control the action!
