Actually, I've been playing since launch and I swear it feels random sometimes, but yeah, it's supposed to be every 20 hours. Though, who keeps track? Just enjoy the game!
Fallout 76 vendors restock their caps every 20 hours, real time. So, if you clean them out at noon today, you'll have to wait until 8am the next day to sell more loot. Pro tip: the timer is based on when you first access a vendor after their last reset, so make your selling sprees count!
