In Phase 10, each player starts with 10 cards. Mother deck has 108 cards: 2 sets of 1 to 12 in 4 colors, and 8 Wild and 4 Skip cards.

From my experience playing, you get 10 cards each. The full game deck has 108 cards, thanks to those Wild and Skip cards adding some spice!
