Way too much and never enough at the same time. GTA games set the bar higher each time, so whatever they're spending, it's gonna be worth it when we're all playing non-stop after launch.

Honestly, who knows? Rockstar keeps those numbers tighter than Fort Knox. But given GTA 5 was around $265 million, expect GTA 6 to potentially double that with inflation and their ambition to outdo themselves.
