IMO, Raiden's just OP. He's the God of Thunder; need I say more?
Having played MK for years, I can tell you Raiden's thunder and lightning moves make him a fearsome opponent. His Fatalities are just electrifying!
As an Elder God, Raiden ranks pretty high on the power scale. He's not invincible, but he can give almost any character a serious run for their money.
