Pawniard is definitely one of the rarer finds in Pokemon GO! You can mostly get it from 12 km Strange Eggs, which are pretty hard to come by.

I've found Pawniard once in the wild and felt like I hit the jackpot! It's not common at all.

In my experience, the only reliable way to get a Pawniard is hatching those 12 km eggs. They don't pop up often in the wild.
