You have to get all 120 Shine Sprites, trade all 240 Blue Coins for Shines, and finish every mission in each level. It's a marathon, not a sprint!
120 Shine Sprites, including the ones from Blue Coins. That's your goal if you want to say you 100% completed Super Mario Sunshine.
From personal experience, make sure to get all 240 Blue Coins. Missing even one drove me nuts until I checked every nook and cranny again. Good luck!
