To access Family Shared games on Steam, first, the account that owns the games needs to enable Family Library Sharing in the Steam settings under 'Family.' Then, on the computer where you want to play, log in with the account that has the games and authorize that computer by checking 'Authorize Library Sharing on this computer.' Log back into your own account, and voila, shared games should now appear in your library with a special shared icon.
