If you've pre-ordered Starfield, the bonuses should automatically unlock in-game once you launch it. Just make sure you're using the same account that you pre-ordered with!

In my experience with other Bethesda games, the pre-order bonus items will appear either in your character's starting inventory or be given to you during the first few missions!
