Easy peasy! First, make sure you're logged into your Steam account. Then head over to the Steam menu at the top left, click 'Settings', and find 'Family' on the left side. Tick the box to 'Authorize Library Sharing on this computer', and then you can select users who also use that computer to share games with. Remember, only five accounts and up to ten devices can share a library at one time, so choose wisely!

Actually, I always found it easier to just buy the game for the person. Family Sharing is cool and all, but there's something about owning your own copy, ya know?
