Just press the menu/start button on the second controller. You have to be in the Backyard Battleground, though! Can't do it from the main menu or while in a match.
Honestly, split screen is kinda clunky in GW2. But yeah, second player hits the menu button in Backyard Battleground, and you're set.
Idk why everyone's making a big deal out of this. Just hit a button and boom, you're in. Works best if you actually have friends, though. ?
