Just screen record the part of the YouTube video you want, save it, and then upload it to Instagram. Done and done!
First, download the video using a YouTube downloader. Next, edit it to fit Instagram's format (1:1 or 9:16). Finally, upload it via the Instagram app.
I usually use an app called 'InShot' to download and edit videos from YouTube before posting them on Instagram. Works like a charm!
