You gotta research Plated Armor at the Proving Grounds and then you can build new armor from the Engineering menu. Look out for the Warden Armor too, it’s a game changer!

First, research Plated Armor. Then, create it via Proving Grounds projects. Visit Engineering to equip your squad. Easy peasy!
