Adding color IDs in Geometry Dash is pretty straightforward. You just need to unlock the colors first, which you can do by completing levels, earning achievements, or through the shops. Once you've got some colors, go into the 'Icon Kit' from the main menu, and under the 'Colors' tab, simply select the color you want to use. Each color has an ID, but you'll interact with them mostly by their appearance, not by entering an ID.
