I found that you can install comspikes by visiting the ship services technician at any major hub. They usually hang around the ship docks, and for a few resources, you can upgrade your ship with a comspike.

Comspikes can be added to your ship in Starfield through the Ship Modification terminal at any major spaceport. Just dock, access the terminal, and navigate to the communications section to equip comspikes.
