Just go talk to the Ship Services NPC.
To add crew space to your ship in Starfield, head over to any Ship Services Technician in a spaceport. There you can upgrade your ship with additional crew cabins and living quarters. Make sure you have enough resources, as upgrading isn’t free. Happy crewing!
From what I've experienced, you need to find a Ship Services Tech at a spaceport. You can modify your ship to include more crew space. It’s an essential upgrade if you want a larger crew!
