You gotta talk to potential crew members at places like space stations, and once recruited, use your ship's management interface to add them.
From my experience, just look for the Crew Management option in your ship's control panel. You'll see all your available crew and can assign them there. Easy peasy!
Recruit crew members from various stations and outposts by talking to NPCs. Then, use the ship menu to assign them.
Not gonna lie, it's pretty straightforward. Find recruits in spaceports, then use the management screen on your ship. Done.
