Super simple! Just open the Steam overlay (Shift + Tab), go to your Friends List, and click 'Add a Friend'. Search their Steam name or email, then send a request!

First, make sure you both have Steam accounts. Use the Steam overlay (Shift + Tab) in-game, click 'Friends & Chat', and search for their username to send a friend request.
