You need a business account and a Facebook catalog linked. If you don't see the shop button, try logging out and back in. Sometimes a reset helps!
First, make sure you have an Instagram business account and your profile is set to public. Then, connect your Instagram account to a Facebook catalog via Facebook Business Manager. After that, you should see the 'Shop' tab available in your profile settings!
